I think that this should be mostly managed by the Area Admins themselves. Just find people you work well together with and who have some technical knowledge and chat about who does what etc.
Fudge, Toady and I have shared the workload in SouthPen over the years and it's worked brilliantly. There's been times where I've disappeared for months and they've handled everything. Likewise now that Toady wants to step back then I'll pickup some additional work. I'm in the process of helping Sharkie understand more of the admin duties and he will take on more and more work as he feels more comfortable. It goes to the whole way that the wug functions, apart from the comms nobody is elected. If you want to take on something then step up and ask somebody and 99% of the time you'll be able to do so.
I know that there are some areas that are suffering from a lack of admins and DeepSouth, for example, is currently experiencing this issue. In this case it'll be great for other admins to assist with managing the area. On the other hand it's also perfectly fine for the area to stop all growth and stagnate until such time that somebody else from within the area steps up. This network isn't just about a leechfest, it's also about people learning and forming a community of like minded individuals.
So at the end of the day if and area, with for example 100 members, relies on a single admin to do everything then that area can sit idle until such time that 1 out of those 100 people puts up their hand to help.
