I phoned around ages back and eventually got an official response from the City of Cape Town essentially saying that they were opposed to any kind of CTWug equipment being placed in the Tygerberg Nature Reserve. That of course excludes private properties surrounding the nature reserve.

The shared City of Cape Town high sites do not permit operators using equipment operating in the ISM spectrum – only licensed spectrum users are permitted if there is space on the infrastructure. Their equipment by definition uses the ISM spectrum.
In addition, no additional space is available on any of the masts within the Tygerberg Nature Reserve in lieu of the planned expansion of the City’s own infrastructure requirements.
