You’ll need multiple backbone links, something to run the software on. A PC or server runs much faster than a Raspberry Pi although the new Raspberry Pi 3 should be much better than the old one’s. Decent internet. If you are going to host a tunnel then your internet need to have good pings as a lot of tunnel traffic for wug services will flow over it.

How to section is for describing how to do something. This is probably tech question. Moving then answering.
To run DNS and a tunnel:
Internet bandwidth Not a lot. Check-out this to get an idea what dns.mde does (this is dns and tunnel). Tunnel side is using his internet. The eth is kind of both wug and internet traffic.
Hardware Not much needed. Any Pi or small vm or pc or similar. Not a lot of space either. If a Pi you should not use it for much else. If a better server it should be ok for other uses as well.
OS Any debian based OS. Prefer ubuntu/debian/raspbian.
Login You need to create a login for me on the system. I need to keep login to update settings as new dns servers go up etc. I will make it a ssh key based login as I have scripts that update all dns servers (such as when I need to add a new one).
OSPF That server needs to be connected to an OSPF router. It will essentially become an OSPF router as well both for the tunnel and for advertising the 1.1. ip. It should just be on the same network as an OSPF router. So could be connected via switch/bridge also to OSPF router.
Budget version The budget version uses no internet and only does dns.
Links Any number but the more connected you are the more benefit. In theory it also depends how close you are to other dns. So if you are right near 2 already the marginal benefit to the network will be low. The further away you are from others the better. What can be a problem are poor quality links that are not completely off on ospf.
