Situation: Unable to upgrade ROS from any version prior to 6.35.4 to 6.36
Symptom: After copying the upgrade .npk file to the root of the Files in Winbox and /system reboot, the ROS version does not upgrade.
Cause: As of ROS 6.36, the “wireless-fp” package has been discontinued, therefore if the package is enabled, the ROS will not upgrade.
Solution: Under System Packages, disable the package “wireless-fp” and gracefully reboot.

*) wireless - wireless-fp is discontinued, it needs to be uninstalled/disabled before upgrade;
the rest i did like above copied over the ros package and then disabled the wireless-fp package then rebooted everything stayed
the new ros that is coming out the wireless-cm package will be removed and the package will be named “wireless” again
